Transaction on non-lead when lead is offline

Hi All, We are working on Xstore 16.0. where we have a lead and a non lead registers. We did some transaction on a non-lead when  1: Lead register is up : When is lead is up transaction is moving to transaction tables of lead. 2: lead register was down (We shutdown lead's DB). Transactions are getting stored in transaction table of non-lead.    The issue is when the lead is up transactions are not moving to transaction table of lead from non-lead. Please help. Thanks,
