Please advice for CPU patch 25982921

Dear Colleagues

based to note id: 2270270.1 I have to apply the CPU patch 25982921 and in my case I have to apply patch 25510561: R12.PAY.B after applying the CPU patch

Question: in my instance the patch 25510561: R12.PAY.B was already applied (by 09-JUL-2017)

so should I apply the patch 25510561 after applying the CPU patch 25982921 or no need?

Note:

OS windows server 2008 R2

EBS: R12.1.3 (R12.HR_PF.delta.9 already applied)

database version: 11.2.0.4
