Security in PO for sensitive projects

Hi Team

We have a business requirement that prevents sensitive/secret Projects data for users at the time of viewing or entering purchase orders.

Ex: I created a Project (Project1) and assigned the user a and user b as key members of the project. When User a and User b login into the PO application, they are eligible to view or enter the Purchase order for Project 1, whereas the other users' login into PO application then system should not show/Prevent the Project 1 information due to they are not key members.

We identified different approaches like setting up a new Operating Units for secret data and assign the responsibilities to the super secret users' group. 2nd option customizations on PO forms. 3rd option is VPD (virtual private database).
