ORA-01034 : Oracle not connected

Hi everyone,

I am having a trouble with one of my development database which was newly created.

Oracle Database : 12.1.0.2 EE

Server                 : Windows 2012 R2

Note :

The below mentioned database worked fine until untill 9/13.

database service was restarted

entire server was restarted

TNS names.ora were correct and no changes were made recently.

Problems

1) i cant connect to the database using sqldeveloper

          An error was encountered performing the requested operation

          listenet refused the connection with the following error: Ora-12505, TNS listener doesnot currently know of SID given in the connect descriptor

          vendor code :0

2) in the database :

    set ORacle _home=*********/db_home1

    set ORacle_SID =*****
