Patch 11.1.2.4.210 won't install, stuck on importing EBS scenario

Anyone have any issues installing the 11.1.2.4.210 patch to FDMEE?  We were on 11.1.2.4.200 and have successfully applied the .210 patch in our Dev and Stage instances.  We tried to apply .210 in Prod back in June and the patch never completed the post-patching startup process where it updates the database tables and imports updated ODI scenarios.  Specifically, it get stuck importing SCEN_EBS_GL_LOAD_BALANCES_DATA_001.xml, which relates to a Scenario we use very often to load GL Balances from our EBS environment.  We recently re-attempted the patch after purging all the ODI Operator job history and shrinking the tables, but no luck.
