Inventory hard commit

In JDE E1 9.0, I had order # 5068832 with soft commit in F4211.SDCOMM = "S", when I copied this order and created new order # 5070551 , but the inventory got hard committed for this order in summary availability and in F4211.SDCOMM = 'H', is this a bug ?
