How can I mass Close Action Items when there is not a Coverage Restriction associated with it?

In 12.1.3, there are some Action Items that do not close when I run the Close Action Items process.  Most of them seem to be Action Items that do not have Coverage Restrictions associated with them.  Would anyone know how I could mass close them?
