Acknowledgment of Operation's department before WO closure

Hi,

Our currently process flow is like this:

step-1: Operation's department raising WR in system

step-2: Maintenance department creating work order on above WR and complete the WO.

Now the issue is: Operation's department complaining that Maintenance department completing the WO without their consents.

Please suggest if there is any seeded functionality to get the acknowledgment (in system) before Maintenance department WO completion/close
