Why can't user Store Period Performance on new computer?

P6 Standalone

One of my out-of-town schedulers is transitioning to a new computer. He is using P6 8.2 Standalone. He imported a P6 schedule, but now he can't Store Period Performance on the new computer. He gets the message "No financial periods in the current data base." 

Below is a screen shot from a schedule in our EPPM. We don't use financial periods; we just store period performance period to get the Earned this Period from the last update. A financial period shows up when we select Store Period Performance, but I didn't set it up. The Financial Period start on the Project Start On date.
