Use Journal Wizard to Replace or Add budget journal

We will use Journal Wizard to upload budget data to general ledger. When we upload new budget data, it looks like they are added to the existing budget journals and balances even existing records exist for the same period and accounts.  We want to know whether there is a way to REPLACE existing budget records  with the uploaded budgets when they are duplicate records, or ADD to the journal and balances if the uploaded budget journals are new.
