IP 2016 - How to Set Default Navigation as Tab and Theme as Aurora

Hi,

We have upgraded our environment from iP 2013 to IP 2016. When the Users are logged into Siebel First time (Not selected any User preferences), all the Tabs are showing as Side as shown in below:

But we don't need the Side Navigation, we need the Tab Navigation.

So, at ObjectManager Level, we have a Property Called DefaultNavigation -> I have changed it from NAVIGATION_SIDE to NAVIGATION_TAB and restarted the Servers.

Once I logged in with the above changes, I am not able to view any tabs as shown below. Even Site Map icon is also not working.

Seems to Default Theme setting is missing and I don't seen any Property at Object Manager Level.
