Is documentation available for the NY Paid Family Leave patch 26432186?

Is there any documentation available that describes the functional, form, process, and data changes included in patch 26432186, which implements the recent NY Paid Family Leave legislation, effective July 1, 2017?

We are in higher ed, on Oracle EBS 12.1.3, using HCM, OAB and Finance modules.

I have downloaded the patch but have searched for release guides or user guides documenting the changes included in the patch, with no luck.
