Choosing UI-Oracle Webcenter portal/site or visual builder cloud service or alternate options

Hello,

We are in Oracle EBS 12.1.3, DB Version 11g and use inventory, order management, teleservice, depot repair, install base to create sales order, service request, repair orders

Currently our business has a requirement to have a UI created which can  interfaced with ebs 12.1.3 to insert data, pull and update data from/to above  modules and create sales order, service request, repair orders using a centralized UI or portal.

Basically business want to have a common entry point to create sales order, service request, repair orders.

We reviewed oracle site and got two options to develop this UI and want your recommendation in choosing one which best fits the solution.
