ECO does not propergate

Hi

Hoping someone has a solution to our current issue.

We have items in multiple orgs, one org is the manufacturing org and other org is a distribution org. We did not copy the BOM's into the distribution org. Our issue is when we make a bom change the eco is not propagating into the distribution org. How can we make this happen without adding the bom?
