Notifications of Change in ESS

Good Morning ~

Can someone guide me to the correct way to enable workflow when updating personal information in ESS?

I set the following under the Phone Number properties:

After this change I see the approval section where I am able to attach more information for the approver.  I do not have anything to attach so I click Submit.  The change is processed.  No approval.

Also,  Where can I indicate what email address I want to get the changes for approval?
