iProcurement: Changing the Tax Product Category for Incomplete Req

My user wants to change the Tax Product Category for all lines on an Incomplete req in iProcurement 12.2.5 from Taxable to Non-Taxable.  There doesn't seem to be a way to change on the Incomplete req.  Are we missing something?

Alternatively, if we try to Copy To Cart the Incomplete req, we can't change the Tax Product Category to Non-Taxable, because the field on every line is disabled (grayed out).

Our users insist that they used to be able to change this on Incomplete reqs, perhaps in iProcurement 12.1.3.
