Layer cost for the re-sold Items

We have a requirement that the cost of certain returns for a product be used on corresponding issue (Sales Order issue) when the returned product is re-sold as a Used Item.

The cost method we use is FIFO

Is there a way to specify the layer  with the layer consumption algorithm - for the issue transaction to consume, as it's done with Layer identified transactions.
