Warning message on Project Expenditure query

We use EBS 12.1.3 including Project

When our Project Managers do an expenditure search, the search will sometimes exceed the limit set on the FND: View Object Max Fetch Size.  We have already increased this limit to the amount we are comfortable it will not unduly affect performance.  When the Expenditure Search reached the limit it will return the list with 20 records per page.  If you page through to the last page you receive a the warning Query has exceeded 1000 rows.  Potentially more rows exist, please restrict your query.

Our Project managers would like to have this message display with the first page of the results instead of the last page, so they do not have to page through all the results to see if the limit has been reached.  They typically export the results without paging through the entire listing.
