What is the difference between DATABASE.FULLTEXT and ORACLETEXTSEARCH?

I have read through this configuration, and can't seem to find the difference. I did notice a difference as that DATABASE.FULLTEXT seems to be case sensitive where as ORACLETEXTSEARCH does not.   Any insight into the differences?
