R12 EBT tax rule with multiple country filter

Hi

I am currently working on R12 EBT TAX SETUPS

my requirement is

1. create tax rate : EBT10% and then

Tax rule on EBT10% and apply country filter on it

in rule condition i added 6 countries

but when i am trying to finish the tax rule it is showing below error

Row 1 error : the combination of determining factor class ,class qualifier , determining factor name already exists
