enq: TM - contention but no blocking session

I am trying to understand the my "enq: TM - contention" but I have zero blocking sessions, so how is this possible? I can see there is lots of "enq: TM - contention" wait event and this has been going on for some days now.

Anyone had this problem before? Kill all session for a certain account, is this even a problem?

Do I need gv$lock and gv$session to figure this out, [not sure if this is the solution but how would I join the two tables?], funny how there are no blocking session

RAC 11gR2   11.2.0.4
