Max number of attempts Error on EC 3.5

We are in the process of upgrading from Agile 9.3.4/EC3.4 to Agile 9.3.5/EC3.5; when attempting to load to cad on our 9.3.5/3.5 environment, we are getting "files cannot be transferred:Max number of attempts exceeded" error

Any thoughts on what might be causing the issue?
