Why ROUTE CODE (ROUT) from sales order does not default into the outbound shipment?

We are using JDE E1 Transportation Management (E1 9.2).  When we enter a sales order and the route code (ROUT) is populated on the sales order, I would like to see that value get populated into the related outbound shipment for the sales order.  However, when I go into the shipment revisions, the route code (ROUT) is not downloaded from the sales order.
