Zones process issue on Solaris 11.3

Hello specialists,

      I'm so confused with the zone behavior on my Supercluster and I need your help, lets go:

  I have and SuperCluster M7 that are configured with 02 PDOM's, each PDOM has 01 DB Dedicated Domain and 01 APP Dedicated Domain.... My problem is on DB Dedicated domian.

  On my DB Dedicated domain has 07 db zones with RAC 12.1 and Database 12.1 installed.

  Here begin my problem:

      

     For example.... I have created on zone01 that belong to RAC1 an database named DBtest...... Then I will go to zone02 that belong to RAC2 to create another database named DBtest ( the same name ) I can't do that.
