Restrict company access

I have set up a new company but I only want to be able to post journals to this
company. I do not want to restrict the posting by individual. I want to
restrict the posting by source. I do not want anyone to create either a
receivables or payables invoice and to be able code the general ledger code to
the new company. Is this possible?

This is only a short term requirement. In the future, I may need to post
journals from payables / receivables to the company.
