Calculating burden without using the payroll module

I do not believe that can be done, but just in case I will dare asking the question:

We are responding to an RFP and the client, who is using ADP for paying their employees, wish to use the JDE Time and Labour module but not the JDE Payroll module.

I do not believe that there is any way to create burden costs by using the Time & Labour only but not the Payroll module UNLESS the client chooses to use the Flat Burden, in which case estimated burden costs can flow to the G/L without the need of the JDE Payroll Calculation module. According to me, that would be the only way.  Please correct me if I am wrong.
