Best approach to convert existing oracle EBS database 11.2.0.4 to RAC

Please let know what would be the best approach to  convert EBS database 11.2.0.4 to  RAC  , we also have to upgrade 11.2.0.4 database to Oracle 12c

As we have two requirement one is to upgrade the database  from 11.2.0.4 to R12c  and second is to convert database to RAC

Approach

1.First upgrade 11.2.0.4 database  to oracle 12c and then convert it to RAC

Or

2. First convert  11.2.0.4 database to RAC and then upgrade the database to 12c

Also

Please let know  what would be the best approach for  RAC conversion for minimum down  time
