Can I create an ebtax rule using the gl segment for location?

I would like to use the payables distribution gl segment for location to determine the correct Tax on the AP Invoice. I have a County tax set up and I want to create a rule to determine to use that tax based on the GL Segment for location rather than entering the ship to location on the invoice line.  Is this possible?  

Example... GL Segment2 is the location segment.  I have a location number 11.  That location is for a specific county.   I have a tax set up for that County.  I have the County entered on the location.  When I enter an AP invoice, and add a distribution which has gl segment2 populated with 11, I would like the ebtax calculation to add in the county tax when it calculates.  I do get the county tax if I populate the ship to  location.  But, I don't want the users to have to enter both the gl distribution and the ship to.
