wip work order lock

We are using EBS version 12.2.4

One day user reported wip work order lock for one particular job.

I check the database and there is no blocking lock for any session. EBS does not seem to have functionality that we can find if application lock exist. The previous ERP system we use, there is a place in the application to kill application lock. But I have not find EBS have this feature.

I am wondering in the case if the table can be locked. But how to find out what table it is looking at by just looking at the form? The record history in the help menu some time shows view name.
