24396610 12.1.3 - EAM 2016 CONSOLIDATION PATCH gives an error ORA-01031: insufficient privileges. Whoever faced this situation ?

Product - Oracle Enterprise Asset Management, ver. 12.1.3

Oracle DB ver. - 11.2.0.3

lang - English

Operating System/Ver. - Microsoft Windows x64 (64-bit) - 2008 R2 .

When you first start adpatch, there is a problem

"ATTENTION: All workers either have failed or are waiting:

   FAILED: file eamwprel.wft on worker  1.

   FAILED: file wipeamwr.wft on worker  3.

   FAILED: file eamworel.wft on worker  4.

ATTENTION: Please fix the above failed worker(s) so the manager can continue."

that can be overcome by using the 8 mode of the adctrl.exe utility and then manually installing eamwprel.wft and others.
