Quality Element SQL-dependency in eAM OAF-screens and Android App

For our customer we are looking on how we can reference a quality element inside a second element.  In other words we want to make an element dependent (in SQL validation) of another element value.

This functionality can work if you reside into the "old" technology like Forms, because you can refer to BLOCK.ITEM.

At our customer we will use the eAM OAF screens and also the Android App.

If have the following questions:

Can somebody tell me if this is even feasible to make dependency between quality elements and how to do this?

Is it feasible to get the current "Quality plan" inside an element sql-validation?
