Open UI SBL-DAT-00359 Error Message when Query on a DateTime Field (Doc ID 1534796.1)

Issue :

In Siebel , Query by datetime fields gives "SBL-DAT -00359 error message. This message is not visible always.

There is already solution provided in the patch 8.1.1.9_8.2.2.2QF SIA QF0101003.

But this solution is not working fully. Is anybody aware of this issue?
