Manually Ordering Chart Rows

Is it possible to Manually order a chart row (ideally in both Layout Builder and RTF Templates but will take any).  I have a set of data that we would like to order with a specific order (not alpha dec or inc).  Is it possible to define the order without programmatically defining the data model to produce the data in that sequence?  I'm comfortable working the the Graph DTD/Advanced Properties.  Could I order the rows on a value different than the row itself (e.x. I have an order tag and sort the rows by the order tag)?
