Cannot Calculate Tax on AP Invoice for certain Ship to Locations

We are in the process of implementing a new LE and OU in R12.1.3 however for the new OU I am getting the error message below for certain Ship To locations.

This is the error message.

"Payables could not calculate tax due to: The system could not determine the applicable Tax rate for Tax ATI SM TAX and Tax Status ATI SM STANDARD . Please contact your Tax Administrator to ensure that either a default Tax rate Code that is effective on &DATE is specified for this Tax Status or appropriate Rate Determination Rules are defined. (TAX_DET_DATE= 02-COT-17)."
