What would cause the 09 cost method not to update at work order completion?

Hi everyone.  What I'm I missing?  The F4105 for cost method 09 is not being updated at work order completion.  FYI - Completion are conducted on an hand held.  This results in zero cost distributed to the sales order/invoice which understates COGS. 

I've attached 3 documents, 1) file detail 2) screen prints of the P4105, SO detail 3) R31802A for work order 164456
