Leave dates within pay period and anniv date

We have an issue when an employee applies for leave with leave dates within the pay period and anniversary dates, there is an error that the Available leave are not sufficient. The emp has 200 more on his leave but it is not allowing it. During our testing, it appears that when an employee has 2018 leave record (or has rolled over) it will allow the leave but since the leave is within the pay period and the rollover (in Prepayroll) has not been run yet, the empoloyee cannot apply for leave.
