Can the UOM Conversion Table (P41003) do two step conversions?

I am trying to use the Standard UOM conversion table to convert GM to UG.  In the table we have a conversion of 1 GM = 1,000 MG and 1 MG = 1,000 UG.  I then entered an item on a BOM with a Primary UOM = GM and wanted to change the BOM UOM to UG.  Every time I do it I receive an error message indicating "Unit of Measure Conversion Unsuccessful" (error ID 0269).  Shouldn't the system be able to go from GM to UG if the conversions are established in the table?
