Unable to View Attachments (Reqs & PO's)

We recently performed an image upgrade to 23, since then users are unable to view attachments on reqs or PO's and receive the following error message:

"Attachment failed to download (18036. 10014) File not found (18036. 10012)"

Is anyone else experiencing this?

Any advice?
