I'm trying to "Create Award Profile" from existing PS Contracts that do not have proposals (blue bir

I'm trying to "Create Award Profile" from existing PS Contracts that do not have proposals (blue bird awards) but  the "Create Award Profile" button is not appearing in Contracts>Gen Info>Other Information. I have enabled Grants in Installation Options and Award BU is setup correctly. So I'm wondering what underlying item I'm issue that causing the "Create Award Profile" button to not appear on my existing Contracts?

Interestingly, if I manually create a new Contract, the "Create Award Profile" button is available...

Any thoughts?
