How do you add a responsibility to be seen in Information Type Security

This may be more for the System Admin side of the house but I thought I would start here.

We have a custom Employee Self Service responsibility called Employee Self Service (WC) - V4 that we want to add the ability to see Ethnic Origin to. As you can see from the screen shot below our custom responsibility does not even show up here.

Can someone help me understand what I need to do to do that? Screen shot shows the seeded Employee Self Service responsibility.
