All UBEs fail with "C2M1601 unmonitored by QC2UTIL1" error on iSeries V7R3

New JDE E1 9.2 install on iSeries V7R3, TR 9.2.1.4. All UBEs started failing with "C2M1601 unmonitored by QC2UTIL1" error.

No errors during installation (workbench, ESUs, full package build and surface test completed successfully). Verified UBEs were successfully submitted and completed without errors. Released system to Implementation Team and UBEs still ran successfully for a couple of days.

Completed suggestion in Doc ID 654980.1 :

- Verified journaling is not started or enabled for JDE System folder in IFS.

- Stopped JDE E1 service.

- Removed TAM spec files from IFS pathcode/specfile directory.

- No E920SYS/Q00000nnnn files were present.

- Delete all *SQLPKG except IBM owned.
