security provider upgrade

I need to upgrade the security providers for our Weblogic 12c servers.  I found a document that explains running the WebLogic Upgrade Wizard to upgrade the security providers but it does not explain how to get the new provider jar files.  Is that included in a patchset to apply to the server or does it download the patch automagically?
