EBS R12.2: Check the logic of Even phases (Advance pricing)

Hi Experts,

I have a concern about logic of even phases on Advance pricing.

We have configured in even phases for Header Level Adjustments and All Lines Adjustment are Best Price

We also created 2 modifier: 1 applied to order level, 1 applied to Group lines level.

When create an Sale order, both modifiers applied to sale order automatically.

Please advise is this correct logic of Even phases? we expect that only best price applied to Sale order in this case.
