TR9214 ASI Non-Unicode DB support and Table Merge

I have a couple of questions regarding the new ASI for Tools 9214. We are doing tools only upgrade from 9205 to 9214. app 9.1

One of the ASI validation as per the ASI support documentaion says-

Verify Control Tables DS is Unicode:

Uses N8900950 to get the data source defined for type 'C' Control Tables. N96500 then checks the

F98611 to see if the data source has the Unicode flag set. If not, an error occurs

Now we are on non-unicode for the Control Tables(as I can see in the database datasource definition), this happened during TR9205 upgrade as well, we were given a POC.
