Application Rule Set - in R12

Where do I find the Application Rule Set in Receivables R12 ? In 11i it was in Receivables Manager -> Setup-> System-> Application Rule Sets. In R12 there is no such an option under the System.  I probably need to apply the same 11i rule we had since late charges are not calculated as expected (partial pay case) and attach it  but apparently there is a different navigation for the Application Rules Set now in R12 ... Help
