Add/Delete Summary Accounts program creating thousands of gl_code_combinations records that are not

Hi,  When we go to Setup> Accounts > Summary screen to add a new Template, we specify the Ledger. Please advise how is the Ledger used by the "Add/Delete Summary Accounts program" ?   

I noticed that after the "Add/Delete Summary Accounts" run, it created thousands of new gl_code_combinations records where the segment values do not relate or are not used by the Ledger we specified.  Is this how it is supposed to be?

Is there a way to limit the gl_code_combinations added to the new Template we're creating to only those valid in the Ledger we specified ?  Please advise. Thanks.
