datapatch.bat force causes component 'CLEAR_STATE' must be declared

Oracle Enterprise 12.1.0.2

Windows Server 2012

Single instance database

User logged onto OS via local admin account

User launched command prompt window as administrator

User able to log into sqlplus as bequeath

DB has no invalid objects

Problem:

Applied April 2017 CPU. Running opatch lsinventory shows april (25590993) installed, however, dba_registry_sqlpatch table does not show 25590993 - table is empty. Attempted to run datapatch.bat manually (with force option).

datapatch.bat -verbose -apply 25590993 -force -bundle_series DBBP -db xxxx

No error was returned to the command window, however the sqlpatch_innvocation.log file (contents below) shows dbms_sqlpatch.clear_state error.
