New row line added to row set is not showing on the report output in excel when ran from the report

We upgraded from 11i to Release 12.2.6.

In 12.2.6, Added row in row set, but did not see in the Report output using report manager. We used both Generic FSG template as well as a custom template and in both cases we did not see these 2 rows which were added in the ROW SET unless we UPLOAD/OVERWRITE Report Template.

In 11i, when we added a new row in row set we did not had to UPLOAD/OVERWRITE Report Template.

Did anyone face this during upgrade from 11i to 12.2.6
