Error on ODA HA deployment

Hi hope someone could help me.  have problem on deploying ODA HA.  when ever root in node0 is trying to access node1 and prompted for password error below occurs:

        root@192.168.16.25's password:

restarted sshd already and where able to ssh private ip on node1

changed password of root

enable all cores but still error persist.

[root@oda1 OVS]# /opt/oracle/oak/bin/oakcli deploy oda_base
