production database CPU utilization 100%

Hi,

My production database always CPU utilization is 100%. could not identify the exact issue.database restarted but again CPU comes to 100%. i attached the statspack report.

os version: windows server 2008 r2

DB version: 11.2.0.3 standared edition.
